New Zealand Corned Beef Stew With Rice




3 lbs corned beef
2 med onions, chopped
3 large carrots, peeled and cut in half
1 head garlic, or 2 tsp of minced garlic
3 cups red wine or 1 cup of red wine vinegar 
1 1/2 cups water
1 sprig fresh rosemary or 2 tsp basil 
2 bay leaves
Salt to taste
